- Blocking is enforced at scale: 13,399 unlicensed sites were referred and 12,562 — about 93.8% — blocked, so app mirrors of such sites tend to be short-lived.
- A further rule bites from 31 March 2026: unaccredited foreign content providers are removed from licensed platforms under PAGCOR's B2B accreditation framework.
- For the trip itself, a maps app and a ride-hailing or taxi app cover everything — the 8 branches and 8 satellite venues sit in different cities, from Ilocos Norte to Davao.

How to check an app before you install it
The quickest test is the register. PAGCOR publishes lists of accredited Gaming System Administrators with their brands and domains — the online list dated 4 December 2025 and the licensed-casino brand list dated 16 July 2026. A brand that appears in neither is not an accredited online platform, whatever the store description says. From 31 March 2026 the same framework also strips unaccredited foreign content providers out of licensed platforms.
The second test is distribution. Legitimate operators do not ask you to switch off Android's install protections to sideload a file from a chat group. An APK delivered that way can read anything on the phone, and the enforcement record suggests such mirrors do not last: of 13,399 sites referred by PAGCOR, 12,562 were blocked, with 276 more found in a separate 2025 sweep and 136 of those blocked as well.
The third test is arithmetic. A chain of 16 gaming floors owned by the regulator itself, whose income is reported as going to the National Treasury, has no reason to hand credits to strangers online.
